Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The State Water Resources Control Board’s, Office of Enforcement (OE) has an opening for a permanent full time Attorney in the Unit within its Regional Water Board Programs Legal Branch to assist with water quality enforcement work. Focus on assisting clients in developing new investigation methods, evidence gathering, and enforcement strategies considering recent decisions by the United States Supreme Court regarding the scope of the Clean Water Act. OE acts as legal advisor to both the State Water Board and the nine Regional Water Boards in all matters relating to enforcement. The position requires frequent adversarial engagement with the regulated public, stakeholders, non-governmental organizations and other government agencies. The position location is 801 K Street, Sacramento, CA 95814. The building is a short 5-minute walk to CalEPA headquarters and is conveniently located near public transportation. 801 K Street has on-site permitted parking for a monthly rate and secure bicycle parking.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Candidate should have excellent verbal and written communication skills, be self-motivated and independently able to handle a number of projects and cases. Candidate should have strong analytical and problem-solving skills. Knowledge or professional experience in environmental law, including California water quality issues, and administrative law is preferred. Knowledge or professional experience in oral advocacy; including mock trial, moot court, public stakeholder meetings, administrative adjudications, or civil litigation; also interpreting and/or drafting laws, rules and regulations is also preferred. Candidates with relevant internships or judicial clerkships are desirable.
